He was born on October 25, 1947 in Kastamonu Samancı Village. He graduated from "Istanbul Technical University, Faculty of Civil Engineering", Reinforced Concrete branch in 1971 as an M.Sc. Engineer. He received his Diploma of Imperial College (DIC) and Master of Science (M. Sc.) degrees in Aquatic Sciences from the "Imperial College of Science and Technology" in 1972, from England, where he went with a TUBITAK NATO scholarship. He returned to Turkey in 1974 after receiving a Philosophy of Doctorate (Ph. D.) degree from the University of London on Stochastic Modeling and Its Applications in Hydrology. Between 1975-1982, he worked at Istanbul Technical University, Faculty of Civil Engineering, Hydraulic and Water Forces Chair, and became Associate Professor in 1979. Between 1982-1992, he worked as the chairman and lecturer in the Hydrogeology department of the King Abdulaziz University, Faculty of Earth Sciences, Saudi Arabia. He became a Professor in Saudi Arabia in 1984. Between 1992-2002, he served as chairman and lecturer at Istanbul Technical University, Faculty of Aeronautics and Astronautics, Department of Meteorology Engineering. In the meantime, he worked as an undersecretary in the Zamzam Water Research and Development Department at the Saudi Geological Survey, a research institution affiliated to the Ministry of Petroleum, between 2002-2005. He returned to Turkey in October 2005 and started his studies at Istanbul Technical University, Faculty of Civil Engineering, Department of Hydraulics. He was awarded the TÜBİTAK Encouragement Award in 1978 and the TÜBİTAK Science Award in 1993. He was selected among the 500 science pioneers in the world by the American Biography Institute. He represented Turkey at the UNESCO Climate Change Panel (IPCC) that continued between 2004-2008 and the team he worked for was awarded the Nobel Peace Prize. He was also acquitted of the Nobel Prize in this regard. He is the chairman of the Water Foundation. He was awarded the title and seal of Professional Aquatic Scientist by the American Institute of Hydrology in 1982.
His interests include Mathematics and Modeling with Stochastic processes; Fractal geometry, Aquatic Sciences (Hydrology, Hydrogeology, Hydrometeorology, Environment); History and Philosophy of Science; Logic and especially Fuzzy logic; Artificial Neural Networks, Genetic Algorithms; Clean and Renewable Energy issues are coming.
While he was a university student, he first received a Koç Group scholarship and then a TÜBİTAK scholarship until his doctorate studies were completed. For the first 2 years after his doctorate, he received support from the Turkish Petroleum Foundation for his scientific studies. The number of books he wrote in Turkish is about 40.
